I also use Delightful Ivy, which makes a huge difference. You should check them out at least for me this is the perfect balance. I have not been to the Glowing Sea yet but I would assume they didn't mod that area, but who knows. It also affects the Nuka World and Far Harbor DLC packs, as well.
Verdant Wasteland really does a great job of adding leaves to trees but not too many, and not adding 1000 trees into the wasteland. Grasslands is awesome and adds all sorts of flowers etc, but the problem I had was finding a mod that put some leaves on the trees without adding 1000 new trees and making it as dense as and old growth forest. I think Natural Grasses and Groundcovers or True Grass Lite are you best bets.
I finally settled on Grasslands, and Verdant Wasteland. I spent hours and hours sifting through the mods on the Nexus to get the environment to be a bit greener but not too overgrown.
